  1. The solution is simple. All they have to do is decriminalize drugs, drug trafficking, gang activity, violent shootings, and bombings. Once those aren't criminal actions, they won't count towards the crime rate. That, in turn will cause a reduction in the crime rate, on paper. Voila! Crime has gone down!
