  1.  @NoirMorter  Honestly, the only reason to report a crime in my city (in Northern California) is so that you have a record of it, for insurance purposes. Even violent criminals are getting processed out the same day they're arrested. They don't bother going to their court dates, so they get a bench warrant. All that means is the next time they get stopped, they get arrested, processed, and released...again. It's insane.
