  1. They're just getting themselves prepared for when the majority of collisions involve multi-vehicle thermal runaway, that the fire department can't suppress or even control. It just makes sense to fill their coffers now, to prepare for all the checks they'll have to write when major cities are on fire because of one careless driver.
