We got here by taking a good idea too far. Once upon a time, renters had no rights. They could be tossed out with no warning and no reason, at a moment's notice. Perfectly respectable tenants who paid their rent on time and took good care of the homes they were renting could just be booted onto the street, with no chance to find somewhere else to live. This, obviously, was a bad situation that many slum lords took full advantage of.
Laws started to be put in place to protect good people from being tossed out onto the street. However, those laws were added to and added to, to the point where bad actors could take advantage of them. Now, instead of slum lords victimizing good tenants, we have squatters victimizing homeowners and landlords. Basically, where there's a loophole in the system, there will be scumbags who will exploit it. What the world needs is fewer scumbags.
