  3. Fines are inappropriate at this time. If parents intend on keeping their children away from school indefinitely (Covid is here to stay) then this should be their choice, but only if they intend to have home schooling. Every child has the legal right to an education which is provided free by the state. Home schooling isn't, its just like sending your child to a private school, it costs. Many families simply won't be able to afford it and will be faced with difficult choices deciding what is best for their childrens future.
