  9. However the easy option would be to take orders from the Government, ban the march and when thousands of protestors turned up anyway and there was serious disorder, just say "we were only following orders" ! With operational independences comes accountability.

  11. The march isn't illegal, it's that simple. To have the Police take their orders from the Government is exactly what happens in a Police State. Operational independence and accountability which go hand in hand are essential.
