  1. The government issues the licences, oil companies put in the investment which they may be reluctant to do if they fear that at new government will reverse the policy.

  2. Yes because the government is just selling licences, it's the oil and gas companies that will put in the investment. However they may be reluctant to do so if they feel a change of government will implement a change of direction.
