The irony is that it will hit the hardest all those who have just voted for them. Those with large estates will have already planned ahead.

The CPS will only prosecute when then there is a very good chance of obtaining a conviction. They are spending public money. It's the job of the Police to put forward the evidence in order that the CPS can make that decision. There may have been behind the scenes political pressure on the CPS, not to prosecute for reasons we are all very aware of ?
