  2. When I went to the hospital recently, outside the main entrance was littered with cigarette butts, but not a single beer can !

  3. The buildings can them be changed to residential and used for housing.

  4. Under current Planning Regulations, after 2 years of remaining empty the buildings can get a change of use to residential and become housing. That's a win. Remove the 2 year restriction and thats an even bigger win.
