Whoever wrote that doc knows that FSB reads there every day. It seems like a test balloon to me. Testing internal cohesion and appetite for any of about 4 options (including installing a new leader).

@loki76 Yes, and for however long Putin remains leader, Russia will be tightly locked down, it will be kept under soviet type governance.
