Their minds were intentionally manipulated to contain deeply flawed information about the outside world. For this reason, they have no idea that they have a grand opportunity to surrender to Ukraine, followed by defecting to some Western democracy.

Such pamphlets could reveal information about the true nature of the outside world, along with information as to how to surrender and defect to the West.
