When dissatisfied militant groups, from around the world, see the end of a lame duck US Presidency approaching, they always figure that it will soon be BARGAINING TABLE time. That means that, in exchange for suddenly agreeing to act "behaved", some desperate US President will (in exchange for their promise of Good Behavior) "cut a sweet deal" with them.
