I usually find that women never actually say 'no'. In place of actually saying 'no', they instead push a button and summon an obtuse and belligerent police officer, and then leave it to the police officer to somehow communicate to the man that the man is forbidden to go anywhere near the female, for all future time.

I think a good start, towards encouraging men to "make the first move" and the like, would be to have someone create an app ON WHICH a female formally and clearly indicates whether or not a specified man is approved to approach her. Every time a specified man is intent upon traveling to see a specified woman, the man would first CHECK THE APP to see whether or not he is approved to approach the woman. A permanent online record, of all approvals and disapprovals, would also be necessary, such that the specified man could show the maintained permanent record to both police and judges.

Assigned Risk (to the rescue!)... Ya know how auto insurance companies are required, by law, to sell auto insurance to their fair share of Brand New Drivers? The practice is known as assigned risk. I envision a fast-approaching day when the leading feminists will persuade state legislatures to pass laws that require each and every man to approach his fair share of high-risk, contemporary feminist females.
