Yes, over the comms, the various boots-on-the-ground Security Personnel spoke back 'n forth with each other, about actively tracing the movements of the person-of-interest, but among all of the boots-on-the-ground Security Personnel, apparently no one among them had command & control AUTHORITY to make any hard decisions (such as, making the "call" to pull Trump off of the stage!)
