  3. Historically, when it comes to slavery, the issue (as to enslave or not to enslave) was treated as a States' Rights issue, and left to each state to decide, individually. Eventually, at the federal level, the 13th Amendment was passed, which abolished the practice of slavery, throughout America. Today, the issue is abortion, and the US Supreme Court recently declared that it is up to each state to individually decide whether or not to legally permit abortion. Still, although it doesn't seem likely that Donald Trump's administration would ever push for it, a person has to wonder if, someday, some administration might want to go so far as to push for a constitutional amendment that flatly declares abortion to be illegal, nationwide.
