Over 186 years ago, back when Andrew Jackson was POTUS, he insisted that, with the onset of any new Presidential administration, all the civil servant positions needed to be "shook out" and re-filled with individuals who were known to be loyal to the views of the incoming President. To do otherwise, President Jackson insisted, was to permit a glut of corruption to grow and fester within all the levels of bureaucracy of the Federal government.
