  1. I'm guessing that any division of the National Guard could perform the necessary labor to "fill in" as dockworkers, but, I would have to guess that it would take at least 2 months for National Guard members to learn all the routing and paperwork "stuff" necessary for properly operating a dock.

  3. Let's make a FEMA preparedness index... Similar to the DEFCON number, I think we should create a numeric index that, at any moment, reveals the level of preparedness of FEMA. You probably would have to express the index number PER some hypothetical calamity (so you would actually end-up with a list of FEMA index ratings.) But, in general, a simple number, between 1 and 10, with 10 being the best, would probably be a good idea.
