If you watched any of Sylvester Stallone's The Expendables movies, then you saw that our government (CIA??) doesn't like to get its hands directly involved in certain kinds of matters, so, according to Stallone's movies, the government hires mercenaries (such as The Expendables. ) Obviously, the money paid for such services is probably never going to be specifically disclosed in any DOD audit.
