  1. I could be wrong, but I get the feeling that the [mayor+police] are targeting a particular neighborhood, one which happens to contain a large number of people of a specific ethnicity. I wouldn’t be surprised if the mayor is aware of Secret Plans to either gentrify the targeted neighborhood OR build a shopping plaza upon the land occupied by that neighborhood.
