  4.  CH JM  The international communtiy through bodies such as the United Nations (guess who went to war with them?) the International Criminal Court, treaties between nations etc. There's a lot of stuff about this online should you care (or are allowed) to search for it. If a govt believes it can do what it likes then it may do awful things. I know my own nation has, yet now (mostly) abides by international law and customs. If it doesn't I can chose to vote the government out. Imagine if you were imprisoned in, say, a camp, for your religion or colour or political persuasion - I think you'd find that unfair.
