First of all, exchange rate (fixed at the time) was 0.6RUB to USD, so 3000 Soviet rubles would be 5000$ of the time, or adjusted for inflation, about 16000$ today. Regarding modern ruble - there was denomination in 1996, 1:1000, so 3000 of old rubles would be 3 000 000 modern ones. Exchange rate is 1:60, so it makes 50 000$

It was an element of a workers pride: we got normal salary for our work, so we don't need any shitty tips, that's for capitalist world, where waitress doesn't get normally paid and lives off the tips money.
