  1. "Important to the communist party social agenda" - you, westerners, are way too subjective with a vision too biased towards idealistic matter. The point is that after the War (WOW2), somewhat like a half of residential areas/appartment builduings were destructed. Plus, ongoing urbanization. Plus population natural growth. So, people literally had nowhere to live - that is what "kruschevka" project was to resolve. Not some idealistic visionary propaganda-alike bt. Sorry, if it sounds rude, it is not meant to be.

  2.  @ImperatorZor  you represent the same bias: relying on subjective matter too much. It is all about efficiency and economy. Time, when USSR was building according to ideology - is s.c. avangard, modernizm of 1920s. For example, when apartment buildings were built w/o kitchens, because "new people would be freed from "kitchen slavery"(sic)", e.g. only eating in canteens etc. Here - it is all about efficiency and low-cost, time constraints.
