  1. It simply means, that it was cheaper in relation to average income in the USSR than in Finland. When you have more cash in the system than goods, deficit comes. Deficit means queue. Other example - you would wait 5 years in average to get a flat in the USSR, but it was for free to get (social rent) and cost like 1/80 of average salary per month.
