6:00 - well, actually it wasn't so much about cost efficiency. It was that ink was imported and supplier refused to work with Russia anymore. So it took time to find, test another supplier, develop logistic chains. So yes, in summer there were white ones, but nowadays they're coloured as usually.

One of the causes that limits height of the buildings is pressure of tap water and sewer. Back then pressure in the mainline didn't allow to deliver water to flats above 9th storey reliably without usage of additional pump that is expensive and increases exploitation cost. Also standard "brick" technology limits height of building - to build it higher, you need to lay more massive walls in first storeys which increases expenses but doesn't give any additional value besides mechanical strength.
