I would suggest the Representative read Article I Section 10 Clause 3 very carefully: for the words “engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.”; the State of Texas is in fact being invaded by foreign citizens and has a Constitution duty to engage in War without Consent of Congress or the Administration in the White House;
