An interesting statement, given that the United States is actually acting in the interests of Russia by betraying and selling to Putin many of its allies whom the United States can only betray in the most vile way, incl. US military allies. And supporting in the United States through a completely corrupt legal entity. US system activities incl. Russian-speaking gangs aimed at robbing and exterminating people from all over the world who trust the United States. This is a very strange statement by Biden considering how things really are. Obviously, this message is intended literally for fools who do not know how the US actually conducts its policy. And how things are in the United States.
