It's been there in one form or another for about a decade... for the last few years I exclusively use a third party app with FLOSS front end api to view my few remaing YouTube channels that haven't been purged. Still as I have always done when I see another language comment in any of the comments thread take a short moment and highlight copy and paste it in translate (have a few different ones) and get a jist to what they are saying. Sometime replying to them in English. Sometimes a translated of my reply comment in thiers annotated with English after... it's nice we can all participate in any video. Sometimes it has to be run thru different translates a few times to fully grok what thier shared view point is. Sometimes even then the world view or perception is vastly different and challenging to comprehend even though I am a world traveling international man with 5 passports by decent who's lived 16 countries and traveled to 72. Still I very much like to read it. For both videos about thier home regions and issues and ones further abroad where they feel they have a viewpoint to share and perhaos personal experi3nce of that other region or topic foreign to then as well. It's truly wonderful. Much value to that interaction unlike the mainland chinese ministry of disinformation info bots that flood quora and other internet spaces... attempting to biased and drown viewpoint and discussion. I specifically remeber brightly the captains chair with its special almost royal cover adorned with doilies for the arm and head rest and a braided cord around the flange and edges... he was a good captain and his crew was exemplary. Much noted higher standards and awareness that the vessel I served on the next year from another nation.
