It's hate! 20 years of tabloids propaganda made them think that "the furriners" with no political power were guilty for their "misfortunes". Farmers were hating the workforce they used and abused, pub owners were hating the workforce that allowed them to make profits, fishing boat owners hating the furriners that took their fish... Etc.
