  7. Russia is actually targeting civilians and indeed they finished their supply of smart bombs and now use Soviet era dumb bombs that miss their targets, but their targets are civilian nonetheless. Terror is their main goal. Making Ukrainian go away or killing them makes it easy for Russia to repopulate those regions with Russians from central Asia and change the demographic
