I think he meant all over crimea not just in Sevastopol not to mention that solders don't typically diaperce in a population and concentrate around strategic points

@mamifanai4266 still ilegal every last person in crimea could've been like we want Russia and what they did would've still been ilegal . The constitution of Ukraine requires a bilateral agreement with the government to change its borders and Crimea didn't have it . They aren't above the law
