You claim "so long as they dont jeopardize the sustainability of the system as a whole" but that's just it dude, newcomers, immigrants (especially with different cultural values) passer-bys and interlopers do by default jeopardize the system as a whole. You have a wedding with a list of guests and a guest invites more than 1 person, whose guest then invites two ppl. Exchange the wedding scenario for a union; you have a bunch of non union members benefiting directly from the collective bargaining agreement they are not a part of. The nation, the society, the community etc is a country club, it is a union (quite literally) it is a wedding. Outsiders pose an inherent threat to its existence because there are enough problems to deal with even amongst lifetime members of the club... You can of course pay a yearly fee to be a member of another counties library system. Btw, "consultative associations" you mean something which can only work and solely is found in homogeneous societies? "Social and material consequences that will inevitably arise if a person continues to act in a harmful manner" like what though? You've already stated that any real form of punitive measure would supposedly be unproductive and therefore disproportionate. What would be a proportionate penalty? I don't think you are willing to enforce those penalties. Unfortunately, "empathy" is nowhere near tough enough. We need to be strong, disciplined and hard on criminal activity to prevent it in tbe future or else you'll set the precedent that effectively anything goes. So basically you'd be no different than every single Democrat run city where crime isn't ever enforced and when it is, the consequences are so minor that it isn't a disincentive to stop.
