  1. Russia???? What concept of education is this? A people under an oppressive regime, with zero political freedom and freedom of speech can never be an educated country. Unless the measurements only consider capacity to use numbers and to list the name of the authors of Russian books. That is all. An educated people should know how to analyze their government and have free discussions about political matters. Russia has zero of that.
