Similarly, from a moral standpoint, it is unacceptable to leave a person to die on the streets, whether they are hungry or freezing. The state should provide assistance to the individual by taking them to a hospital, warming them up, feeding them, and providing medical treatment if there is a threat to their life. However, without a universal basic income, this appears to be hypocrisy.
A universal basic income should exist regardless of economic development or unemployment levels. You can always raise taxes to get that money back into the budget. The main thing is that people will be participants in economic life, they will develop the market. Business subsidies are worse than giving money to people and seeing where they spend it.
