Please note that under the USSR, the citizens were deprived of their right to bear arms. So when "democracy" came, the bad guys armed themselves and took whatever they wanted. It wasn't the fault of "democracy." That's just the rationale that Putin has put forth, because he doesn't want democracy. And you can bet the first people to grab guns and go after the belongings of others were from the Soviet military. If Russia ever tries to return to "democracy," expect the exact same scenario to play out, because they don't understand what happened, as you can see.
