  1. I'm always amazed at how many otherwise intelligent people can be confused by indirect actions, like funding proxy armies and secret spy ops that fall just short of open war. For instance, if you recruit cyber criminals to have them rob foreign citizens and strategic businesses ... well, that's criminal activity, not an overt act of war. State sponsored mafias exist for this very reason. The rogue state has the mafia deliver intelligence, like personal data of foreign government employees, and that's how China acquired the intelligence yet keeps its hands "clean."
