When a woman asks out a man, she takes responsibility for her choices. When a woman refuses to ask out a man she's interested in, she's avoiding the responsibility of making a choice. Now she's in the comfortable position of being a victim, because she is allowing her decisions to be limited by men. So if the situation with the man fails to work out - and it's almost guaranteed to, because she's sabotaging it - she can blame the man and walk away. This has ALWAYS been the strategy behind women waiting for a man to make the move. A woman who won't accept blame for her decisions wants the man to make the move. And it's a setup for failure. That's ALL it is. Should a man make the first move? No. Should a woman? No. Obviously it's possible for either of these scenarios to work out, especially for a one night stand, but for a lasting relationship usually what happens is there is a string of signals exchanged from both sides that shows mutual interest, and the subject of meeting comes up naturally, organically, and is pretty much approved before it's even voiced.
