It sounds like an expansion pack for a RPG game, where you start off in prison, and now you can either be straight Russian mafia or start adding Shaman skills to your skill tree. Eventually you work your way up to being Putin's chef, and then billionaire mercenary leader, or perhaps Minister of Defense. FWIW, I'm going to guess the current MoD is mostly shaman skills, and the mercenaries are mostly mafia skills.
