I don't think he would do it, but ... if he has military forces loyal to him and to Belarus, he could seize these nuclear weapons and use them to free himself from Putin. Once the nuclear weapons have been secured, he could threaten to use them on Moscow if Russia didn't withdraw all of their forces from Belarus immediately.
