As for NATO countries not making their full payments ... if they HAD been paying their share, they would have had a lot more weaponry to send to Ukraine. But countries on the Atlantic, especially, - plus Turkey - don't feel like they're in danger from Russia, so they don't bother about keeping up their NATO defenses.
