Precisely because the CCP is NOT capitalist, I don't believe the debt problem affects them at all. The CCP could have a monetary value of zero, or negative infinity, and they'd still have absolute power over everyone in China. I think Deng realized this, and figured ... why not run up the debt and buy the rest of the world? We're the absolute rulers of China. We can't go out of business. Others will take the losses, not us.
As for printing money to cover debts, that plays into China's usual strategy of devaluing their currency. When their currency is lower, everything they make gets cheaper relative to other currencies, and other currencies stronger, relatively. This means China can keep on being the factory of the world, at least as far as money goes.
