IMO, this is spot on, especially the very last part. China wants Europe to think they are getting a major trade deal when in fact China is going to renege on the deal and shaft them by emerging as a new competitor.

@archangel7052 Well, stupidity IS one of the constants of human behavior throughout time; part of the human condition. So I don't think you can rule it out. But I believe the actual way in which China has repeatedly and obviously done just this sort of thing is by bribing people. Just like what Russia did to Germany, to get Germany to shut down all other sorts of energy generation and become perilously dependent on Russia ... and Germany was so dumb / corrupt that they laughed when Trump told them what was happening. So yeah ... dumb / corrupt ... use whatever term you like. European leaders are that. The people are pretty dumb too, because they believe the crap the media tells them to believe.
