Iran was one of several nations targeted by Britain and Russia in "the Great Game." Control over the nation has been passed back and forth. Since the end of the Shah's reign, Russia has been the patron, with China and its proxy NK also getting involved. I'm sure you know China's biz lately has been to give everyone enormous loans that can't be repaid, and this is what they're currently doing with Iran. And Iran is supplying weapons to Russia. Hezbollah is a proxy army of Iran. So if you didn't know it before, now you know the chain of command. (As for Hamas, their command runs through Qatar to China, and Qatar was the instigator in the Syrian war, trying to run a pipeline through Syria to Turkey, an effort which failed, and instead Russia ran a pipeline through Turkey.)
