  1. This seems plausible on several points, but also raises questions if true. Wouldn't the most direct course be for Russia to be paying NK directly for mercenaries, as they do with mercenaries from everywhere else? Interesting that part of Russia's operation is to grant the NKs citizenship just across the border in Russia. China and NK both want to claim land in that general area.
