  1. China has no history of actually building things for the public good. Their history of building things for controlling the people and for the elite goes all the way back to the Great Wall. This dam is all about money, and a lot of that money has already been pocketed. All they're making now is off electricity. Time to break this one and get money for building a new one? Could be. They do not approach public works the way the west usually does.
