  1. Fact is, all of the federal agencies operate outside or at a higher level than the rest of govt. They pass rules with the force of law, and then also have the power of armed enforcement. The courts rubber stamp whatever the federal agencies wish to do (nearly always). That's the swamp state: the federal agencies. They were created in the 20th century and protected from oversight by the Administrative Procedures Act of 1946. So the FBI investigates itself. Doesn't that make it the highest power in the land?
