That's because the Democrats have a policy of HIRING for federal government whenever they can, and the Republicans have a policy of hiring fewer. Over decades it adds up. The Democrats talk about "packing" the Supreme Court. Well, they've already packed all government departments. Every department answers to the Democratic Party above all else.
