Russia has been successful with elite capture in Germany. They've been at it for years. Germany needs to restart their reactors, and use them till they can find a solution that doesn't involve radioactivity or totalitarianism. As for US corruption ... everything they know, they learned from the UK. Heck, the UK has a royal family and a central bank, plus state media to make everyone feel patriotic about it. The UK was the actual model for Orwell and Huxley.
