This is kind of a dumb idea, in that it's nothing new. If industry is created in the area, that will create a local economy that can support infrastructure. If there's two points of such industry, a transit line will be constructed between the two. Between these two points may then form a residential area (suburbs). Ideally, there would be agriculture nearby. As you add new industries, then you get new population centers and they will become stitched together. A railroad is fine instead of a highway, and you can plan for it, but you need to start with the industries. A highway in any country that connects town after town is just like this "line."
