  2. The word criminal should be removed from the investigation and should include borderforce, carnival and nsw health

  3.  @kp-dr7tt  the investigation of criminality is on Carnival, not NSW Health. Thus i suggest removal of the word criminal. NSW Health minister should not have released passengers until the rest results were received. That is extremely negligent! Borderforce could have exercised their right to stop the passengers disembarking, and probably have referred to matter to the Home Affairs Minister.
