  1. I do not think the Russian Reserves wiil be touched by the U.S. for several reasons. The first being that laws must be created through the houses of government that can withstand any challenge, which is almost impossible. Secondly, the U.S. $ has always been seen as the safehaven currency of the world, and the impact of creation of such laws giving the government the power to confiscate anyones money as it desires will cause a serious international backlash in the world of finance, and a likely crash of the $US. This backlash can surmount to trillions of dollars, substantially more then the few billion dollars being debated about. This will amount to a no confidence vote in the Government of the US.
